Does Making a Referral Jeopardize Patient Choice?

Does making a referral sacrifice a patient's right to choose?  Recently, I had a conversation with a case manager who reports that she never directly refers a patient to other companies.  She feels that it would create potential liability for herself and her company.  Instead, although she reports having knowledge and opinions of who provides better service, she refers her patients to the state website to review statistics.

I disagree.  I feel that we have a moral obligation to recommend resources to our patients, as long as we do not interfere with their right to choose and allow them to decide.  In fact, I feel that withholding such information is wrong.  Certainly for a friend or family member, we would gladly share our opinions about which hospitals we would choose for delivering a baby, for example.  Should we apply a different standard for our patients?
